New Chinese circular targets establishment of foreign companies

China has released a circular that drastically changes the tax rules for foreign companies deriving income through establishments in China.
The State Administration of Taxation (SAT) released circular 19 in an attempt to clarify issues that had arisen since China introduced its new Enterprise Income Tax Law in 2008.
